Qualification Requirements
Foreigner Eligibility:
Foreign graduates, overseas Chinese students, or other ethnic Chinese students who have obtained a bachelor's degree (or higher) in Taiwan, or an associate degree in relevant fields such as Manufacturing, Construction, Agriculture, Long-term Care, or E-commerce, are eligible upon achieving a cumulative score of 70 points through Ministry review.

Employer Eligibility:
Employers must meet the specific criteria for hiring foreigners in "Specialized or Technical Works." within their respective industry categories (e.g., specialized licensing, minimum capital, or annual turnover requirements).

Evaluation Criteria
Scoring Categories: Based on academic background, salary, work experience, Chinese language proficiency, other languages and personal background, government policy coordination, and academic performance. The minimum passing score is 70 points.

1. Academic Background
• Doctorate: 30 pts
• Master’s Degree: 20 pts
• Bachelor’s Degree: 10 pts
• Associate Degree: 5 pts (Must be in designated fields)
• Required Documents: Copy of Graduation Certificate
2. Monthly Salary
• NT$47,971 or above: 40 pts
• NT$40,000 – 47,970: 30 pts
• NT$35,000 – 39,999: 20 pts
• NT$31,520 – 34,999: 10 pts
• Required Documents: Signed Labor Contract (Must specify salary, job title, and job description)
3. Work Or Internship Experience
• 2+ years of work experience: 20 pts
• 1+ year of work experience or 1+ year of internship in Taiwan: 10 pts
• Required Documents: Copies of Work or Internship Certificates
4. Professional Qualifications
• Specialized Expertise for the Position: 20 pts
• Required Documents: Professional training certificates, skill licenses, award records, etc.
5. Chinese Language Proficiency
• Fluent: 30 pts / Advanced: 25 pts / Intermediate: 20 pts
• Required Documents: Language proficiency certificates, transcripts of Chinese courses, or proof of study hours
6. Other Languages Or Global Background
• Proficiency in 2+ languages: 20 pts
• Proficiency in 1 language or 6+ years of overseas residency: 10 pts
• Required Documents: Passport, language proficiency certificates, or proof of study hours
7. Alignment With Government Policies
• Employed by policy-aligned enterprises or enrolled in specialized policy programs: 20 pts
• Required Documents: Official approval letters from central authorities, Int’l Industrial Talents Education Program (INTENSE) certificates, or industry-academia cooperation documents
8. Scholarships & Academic Performance
• Government Scholarships or Top 30% in class: 20 pts
• School Scholarships, Top 50% in class, or GPA 3.0+: 5 pts
• Required Documents: Official approval letters, award lists, or transcripts
Minimum Passing Score: A total score of 70 points or above is required to meet the employment eligibility.
